It won’t work, for a lot (for instance drug addicts), but they could save $11,000. per person, by giving it directly to a homeless person, who could then find shelter, having shelter, a job. Of course getting many off the streets, might make the one’s getting paid to service them, lose jobs. It’s sad and a real catch 22 situtation.
